Became active in Jewish organisations in 1919 and belonged to the Central Association (CV) council. In 1933 named Director-General of the National Representation (Reichsvertretung) and played a central role in its activity until 1938. Even though the Nazis arrested Hirsch several times, he continued to act on behalf of Germany's remaining Jews to the limits of his ability. In 1941, he was sent to the Mauthausen concentration camp, where he was murdered.
